Notice is hereby given of a meeting of the City Council of City of Abilene to be held on Thursday, December 7, 2017 at 4:30 PM at 555 Walnut Street, 2nd Floor Council Chambers, for the purpose of considering the following agenda items. All agenda items are subject to action. The City Council reserves the right to meet in a closed session on any agenda item should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the Texas Government Code.

1.Approval of minutes from the Special Called Meeting held November 14, 2017 and the Regular Called Meeting held November 16, 2017
All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Councilmember or Citizen so requests, in which event the item will be removed from the Consent Agenda and considered separately. 
1.Resolution: Finding a public purpose and approving bicycle and clothing donations to local non-profits through the end of FY 2018 (Stan Standridge)
2.Ordinance: (First Reading) CUP-2017-01 A request from Jeffery & Margaret Martinez, agent Andrew Valdez for Conditional Use Permit to allow ‘Light Manufacturing’ on property zoned HC (Heavy Commercial), legal description being Lot 1 in Block 8 of the Pasadena Heights Addition, and located at 1900 E. Hwy 80; and setting a public hearing for December 21, 2017.  (Taurus Freeman)
3.Ordinance: (First Reading) Z-2017-20 A request from Steve & Diana Walker, and Brad Lilly, to rezone two (2) lots from a combination of GC/RS-6 (General Commercial/Residential Single Family) Districts to only a GC (General Commercial) District. Legal descriptions being Lot 1, Block A, Walker Addition and a 1.843-acre tract out of southeast quarter of B.A.L. 4.Ordinance: (First Reading) Z-2017-22 A request from Hendrick Medical Center, agent Duane Martin, to rezone four (4) lots from RS-12/COR (Residential Single Family/Corridor Overlay) to MU/COR (Medical Use/Corridor Overlay). Legal descriptions being Lots 1-4, Crestview Acres Addition and located at 5321, 5315, 5301, and 5209 Ridgeline Drive; and  setting a public hearing for December 21, 2017.  (Taurus Freeman)
5.Ordinance:  (First Reading) Z-2017-23 A request from Carriage Hills Development Corporation, agent Clayton Farrow/Jacob and Martin, to rezone property from AO (Agricultural Open Space) to RS-6 (Residential Single Family). Legal description being 45.877 acres out of the northwest quarter of L.A.L. Survey 14, and located at 7681 Maple Street, and east from the southeast corner of Maple Street & Colony Hill Road; and setting a public hearing for December 21, 2017.  (Taurus Freeman)
6.Ordinance:  (First Reading) Z-2017-24 A request from Glenn & Teresa Mitchell, to rezone property from RR-1 (Rural Residential) to GR (General Retail). 7.Ordinance:  (First Reading) Z-2017-25 A request from Charles Wolfe, to rezone property from LI (Light Industrial) to CB (Central Business). 2.Resolution: Authorizing a Contract for the Water Distribution System Evaluation, Modeling, and Master Plan 2018 (Rodney Taylor)
3.Resolution:  Reappointing the Honorable Keith A. Barton as Judge of the Municipal Court for a period of two (2) years. (Rosa Rios)
4.Oral Resolution: Any action, if needed, on annual evaluation of the city manager.
